Are Donald and Ivanka Trump following 'Buy American' rules?

Canada changed its policy on pricing its domestic milk to cover more dairy ingredients, leading to lower prices for Canadian products including ultra-filtered milk that compete with the USA product.

In an executive order signed on Tuesday, Trump had directed the departments of labour, state, homeland security and justice to review the current laws governing the programme to suggest changes to prioritise the most skilled and highest paid positions.

Now he says an executive order is putting American workers first. But his new executive order only overhauls the much discussed H-1B visa program, targeting high-skilled foreign labor. But Trump does not own the White House.

Nucor Corp shares closed up 0.2 percent at $57.33, AK Steel Holding Corp gained a penny to end at $6.32 and United States Steel Corp closed down 0.5 percent at $28.73. The president alluded numerous times during his remarks to Ryan, as well as Chief of Staff Reince Priebus - a Kenosha native - and Wisconsin Gov. Scott Walker, an early Trump supporter during last year's campaign. American jobs are sometimes replaced in the process. "We're going to start using it again - Made in the United States of America", he added. The official was quoted as saying, "if you change that current system that awards visas randomly without regard for skill or wage to a skills-based awarding, it makes it extremely hard to use the visa to replace or undercut American workers because you're not bringing in workers at beneath the market wage".

"Many companies use to employ people passing out from mediocre engineering colleges on low wages and take them to USA", said the 22-year-old who graduated from a government college in Pune.

The Secretary of State, the Attorney General, the Secretary of Labor, and the Secretary of Homeland Security are tasked with proposing new rules and issuing new guidance with the intent of protecting US workers and eliminating fraud or abuse.

Terming the proposed changes as forward-looking and non-specific, Nasscom said any move to replace the existing lottery system to select the H-1B applicants based on most skilled or highest paid would have intended consequences.

Universities also use H-1B visas to hire workers, but they aren't subject to the same cap and it's easier for them to get visas each year. Commerce Secretary Wilbur Ross will review the agency findings and submit a report to the president within 220 days on ways to close loopholes.

The order calls for every federal agency and department to assess enforcement and compliance efforts. The president was greeted by Gov. Scott Walker outside Snap-on's headquarters.

Trump also pledged support for Wisconsin dairy farmers who are caught in the midst of a trade dispute with Canada. About 70 dairy producers in both US states are affected.

USA lawmakers have already tabled more than half adozen legislations in the Congress with specific proposals to reform and improve the H-1B visas systems.

And Trump's approach could prove costly to USA taxpayers and consumers. Many go to technology companies, which argue that the U.S. has a shortage of skilled technology workers.

While specific details on potential regulations surrounding hiring and buying procedures for American companies were not immediately addressed by Trump, he assured the crowd that changes would come for businesses who rely on other countries for employees and goods.

Again, critics pointed out that Trump hires seasonal foreign workers for his hotels and resorts.
