Rodong Sinmun, North Korea's official newspaper, said the volunteers had offered to join or rejoin the People's Army after the Korea Central News Agency (KCNA) issued a statement on Monday condemning new sanctions imposed by the United Nations in retaliation for North Korean missile tests.

The ongoing talks have included discussions about U.S. North Korea dominated the conversation between the two leaders, according to a readout of the call.

This is a stark contrast to Trump's earlier Friday comments, which claimed that the US was "locked and loaded" for a retaliatory act against North Korea should they attack Guam as they'd claimed to have planned.

United States President Donald Trump on Friday tweeted that military solutions were "fully in place, locked and loaded, should North Korea act unwisely".

"He has a secretary of defense and national security adviser, both of whom are immensely respected", Mr. Gore said.

"Force has always been an option, but it has always been the last option, not the first", Soderberg said.

"However, right now Secretary [of State Rex] Tillerson and [United Nations] Ambassador [Nikki] Haley, you can see the American effort is diplomatically led, it has diplomatic traction it is gaining diplomatic results, and I want to stay right here, right now. It would be catastrophic".

Trump in April made similar comments about USA relations with North Korea, and claimed that he hoped "things work out well" with North Korea.
