China claims natural disaster in North Korea set off by nuclear testing

The US administration has refused to offer North Korea incentives to open negotiations and has ramped up threats of military action to force leader Kim Jong-Un - to change course.

"This could probably mean the strongest hydrogen bomb test over the Pacific Ocean".

Tillerson says American diplomatic efforts "continue unabated" to try to bring Kim's government to the negotiating table.

"Our national nuclear force is, to all intents and purposes, a war deterrent for putting an end to nuclear threat of the US and for preventing its military invasion", Ri said, "and our ultimate goal is to establish the balance of power with the U.S".

The comments are the North's first response to Trump's debut speech at the U.N. General Assembly on Tuesday, during which he vowed to "totally destroy North Korea" if provoked.

North Korean Minister of Foreign Affairs Ri Yong Ho reportedly said the powerful open-water test would be one potential "highest-level" countermeasure against new sanctions imposed by the United States and China.

An official from Seoul's meteorological agency said it had been detected near where North Korea had recently conducted a nuclear test, but said it was clear the quake was not caused by an artificial explosion.

Yong Ho, during a visit to NY for the United Nations General Assembly (UNGA), asserted that the recent economic sanctioned imposed by the UN and the United States, will not prevent his country from developing a nuclear force that is capable of hitting the U.S. mainland.

Earlier in the day, Trump had called Kim Jong Un "a madman" who doesn't mind starving or killing his people'.

He also mocked Kim Jong-un with a disparaging nickname, saying: "Rocket man is on a suicide mission".

The natural disaster was detected in Kilju county in North Hamgyong Province, where North Korea's known Punggyeri nuclear site is located, the official said. He also called Trump "deranged" and "a rogue and a gangster fond of playing with fire".

The speech came shortly after the Pentagon announced that US bombers flew a mission over global waters near the east coast of North Korea that went farther north of the Demilitarized Zone than any USA aircraft have this century.

Japan has been subject to two North Korean missile test flyovers in recent weeks.

Russian Foreign Minister Sergei Lavrov has described the rhetoric between leaders of the United States and North Korea as a "kindergarten fight between children" and urged calm.

He said Trump had insulted his country in the eyes of the world, and threatened to "surely and definitely tame the mentally deranged U.S. dotard with fire".

He said the new executive order on sanctions gives further authorities to target individual companies and institutions that finance and facilitate trade with North Korea.
