Get more terrorists to surrender: Mehbooba

She said this after holding an hour-long meeting with Union Home Minister Rajnath Singh, three days after the appointment of former Intelligence Bureau director Dineshwar Sharma as the special representative who will hold talks with all stakeholders in the state. They barge into houses of policemen and political workers and harass their families and ransack the houses.

She noted that Centre's decision to start the dialogue process in the state as a major step towards reconciliation and public outreach. "There is a difference between you and them".

"Police should ensure that local militants surrender", she said. As far as law and order is concerned in Jammu and Kashmir, security forces can't be an alternative to you.

"Still, I stress upon one thing: that there should be a difference in the working of militants and of us". "If militancy has to be wiped out from Jammu and Kashmir, we need to win the hearts and minds of the people", she said.

Mehbooba also asked police personnel to play a constructive role in creating a peaceful atmosphere in the state. "I will double your reward if you convince local militants to surrender prior or during encounters". "Police and other security agencies are a disciplined and lab abiding force". Militants come an kill our workers and martyer our cops and after that they ransack the houses and set them ablaze which they did recently.

"Police should not attack militants' families as militants are attacking the policeman's families", the report quoted her as saying. "I should not hear any complaint that after militants have escaped or damaged property or ransacked any house, in a reprisal we did the same..." "This has never happened in the past", she said.

Referring to incidents of braids being chopped in the state, Mehbooba said FIRs had been registered in all the cases and directed the police to act strictly against those trying to vitiate the atmosphere in the state. The militants ostensibly told the PDP worker that police and Army personnel should fight with armed militants, not their families. "Rumours are more than incidents as some people want to disturb peace here".

Mehbooba said that the Jammu and Kashmir Police was facing enormous challenges.

She said her government was committed to providing benefits to police for working in challenging circumstances.
